Application Review

When you submit your application it will be reviewed to identify if you meet the minimum qualifications for the job. If you do meet the minimum qualifications you will continue into the comparative analysis process. If you do not meet the minimum qualifications, you will be notified in writing.

Comparative Analysis Process

The state personnel system as defined by the Colorado Constitution requires that all jobs within the classified system be filled through comparative analysis. The number and types of comparative analyses will depend on the position being filled as well as the number of qualified applicants. You may be considered for vacancies only if you have successfully completed the comparative analysis process.

A comparative analysis is a process that compares specific job-related knowledge, skills, abilities, behaviors and other competencies. The process can include multiple components including structured interviews, application/resume review, oral panel examinations, written objective tests (multiple-choice, true/false), written narrative tests, performance tests, training and/or experience evaluations, or physical capacity tests. Preparing for any of these Colorado civil service exams will help you gain a spot in the top six.


The top six candidates will be identified via the comparative analysis process and then referred to the supervisor of the vacant position for a post-referral assessment.

Post-Referral Assessment/Interview

The supervisor of the vacant position will consider the those on the referral list and make the final hiring decision and job offer. You may be asked to provide additional information at the interview, and it may take on a variety of forms including face-to-face, over the phone, individual or with a group. Depending on the type of work performed on the job, a job offer may be contingent on the results of a drug test, physical examination, criminal background check or other conditions of employment.
